 Parents often ask, how do I file a complaint against and ACS worker? ACS workers are heavily controlled by their supervisors. There is a big degree of turnover for ACS workers, so in many cases, parents are dealing with a worker who is highly inexperienced and not trained in any way. Thus, the supervisors are where the real power lies. The supervisors are trained to fulfill the two goals of ACS. One, if possible, remove the child from the parents and if not possible, force the family into useless ACS services. This allows ACS to maintain their billion dollar funding and claim that they have helped families. The reality is ACS has very little positive impact on families in NYC. HOW ACS USES THE FOSTER CARE SYSTEM TO INCREASE ITS BUDGET

Its money. Placing a child in what is called Kinship foster care allows for less funding than in non-kinship foster care. Thus ACS is intentionally harming children for the sake of funding. There are about 9,000 children in the NYC foster care system and each one represents tens of thousands of dollars to ACS.  Our children deserve better.
