This is a shocking story, even for ACS. ACS kept a child in a broken urine soaked wheelchair, despite court orders to obtain a new one. This is an agency that has a $3.1 billion budget. This case clearly shows the incompetence of ACS. While they attack parents for allegedly abusing their children, a judge has ruled after a hearing that they are the ones actually abusing and neglecting a child. Now if you are the parents of this child, how would you feel? The scathing ruling was issued in late January but was not known of publicly until the I-Team obtained a copy this week. Judge Emily Olshansky held nothing back, finding that ACS had demonstrated a “failure to comply with virtually every order of this Court.” She held the Commissioner of Social Services in civil contempt and ordered the commissioner to buy a $17,150 bond in the child’s name, maturing when he turns 21. Dr. Jamie Hoffman-Rosenfeld, an expert witness that routinely testifies against parents on behalf of ACS has moved from Queens to Montefiore Hospital in the Bronx. This now means that she will be attacking Bronx parents. Dr. Hoffman-Rosenfeld has been sued in Federal court by a Long Island family after she wrongly accused them of harming their child. The boy, Elijah Silvera, was allergic to dairy and had been given a grilled cheese sandwich. Elijah was a student at the Seventh Avenue Center for Family Services in Harlem, a program overseen by the city’s Administration for Children’s Services and the Health Department. The Health Department said it has closed the school on Wednesday for inadequate supervision of a child and for failing to follow its own written safety plan. The site also houses a Universal pre-K program, part of Mayor de Blasio’s effort to provide free prekindergarten to all New York City 4 year olds, but Elijah was not a UPK student....

ACS workers like to bully parents into attending what they call a Family Safety Conference. Attorneys who represent these parents are not allowed as per ACS policy. So, in a society where the right to counsel is omnipresent, ACS is so fearful of being exposed that they try to hide what they do from as many people as possible. As an attorney I have met with the FBI, NYPD, DEA, DOI and dozens of other state, federal and city agencies on behalf of clients. However, ACS workers have devised a system where they want to abuse parents in private without the benefit of an attorney to guide them. The Family Safety Conference is simply an ambush conducted by the A CS worker and their supervisors where they accuse the parents of wrongdoing and then demand that parents follow the ACS orders.
