 The situation is common in NYC. A neighbor does not like the other neighbor and calls acs to   falsely report that they are using drugs around the children. Now the ACS worker will come to your door and demand that you submit to a drug test and a CASAC assessment. A CASAC assessment is a mental health evaluation.
