Given the headlines that a dead child makes and the fact that the Mayor and the state have thrown millions of dollars at ACS, one would think that they could find a way to right the ship and actually protect children. This theory would apply to almost any agency, but not ACS. There is a structural reason for this and after 17 years of handling hundreds of cases and dealing intimately with ACS workers and lawyers, we have some answers.
BLAME THE PARENT AT ALL COSTS
The major reason that ACSfails and children die is that the focus is not on protecting the child. Once a report of child abuse comes in, the ACS worker will go to the home and immediately start attacking the parent. The agenda of ACS workers is to make every parent a bad parent and demand that they enroll in services. This does not leave any time to actually focus on the children that are in true need. In fact, ACS workers, the majority of whom are poorly trained and lazy, would rather attack a healthy family then one who actually needs help. In takes a lot if work for an ACS worker to actually help a child like Zymere Perkins. Why bother? its just as easy to file charges against a good family and manufacture allegations against the parents. The pay is the same with much less work. The children in need are hard work and history shows us that ACS workers are simply too lazy and poorly trained to do the job.
TURNOVER AT ACS IS AT INSANE LEVELS
ACS workers and lawyers leave ACS at an alarming rate. In each case we handle, we have a minimum of two attorneys. The agency is so dysfunctional, that they cannot keep the people they hire. So each year brings a new crop of liberal art degree ACS workers who receive little or no training and are thrown to the wolves. They are taught one rule by their bosses, CYA. Cover your ass against all. An attorney who has been in the DA's office for two years is just doing misdemeanor trials. IN ACS that same attorney is now a supervisor. This is all despite the fact that ACS has a $2.9 billion budget.
THE MAJORITY OF PARENTS ACS ATTACKS ARE POOR BLACK AND HISPANIC MOTHERS
These are the most helpless. ACS workers know that if they go to the Upper East Side and try to attack a white upper class mother, that soon private lawyers will come raining down on them like nuclear bombs. This is not the case in the black and Hispanic community. Race matters to ACS and socioeconomic matter to ACS. The less affluent the parents are the more of a target they are for ACS.These are the reality is in this city. Until a real mayor decides to fix things, the kids will continue to die.
