Many parents h=come to us with the same question. Given how important it is to protect children, why is ACS so inept and incapable of protecting children and at the same time harassing good parents?
There are many reasons for this. First, ACS has no effective leadership. The commissioners come and go but ACS brass stays in place year after year. The top managers keep out of the public eye as children die and parents lives are turned upside down by incompetent and ruthless ACS workers.
Second, ACS workers receive very little training and are thrown into the street without an understanding of what their proper role is. They learn from the older ACS workers. They are taught that they must blame a parent for something. And if a case is difficult, and a child is in real need, they are trained to close the case because they are paid the same either way. This was in fact what occurred in the Zymere Perkins case and many other cases.
Third, ACS workers know that many parents will willingly speak to them. This allows the ACS worker to lie about what parents have said in any case. We have countless examples of ACS workers claiming that a parent said something in order to bolster their case. It is for this precise reason that ACS has a policy that no ACS worker can speak to an attorney for a family. The ACS worker has an agenda to attack the parents and speaking to an attorney will make things very difficult for them. The goal of the ACS worker is to force the parents into " services". These are useless programs and parenting classes that do nothing expect waste taxpayer money and allow the ACS worker to claim that they have "helped" the family.
Lastly, the entire ACS agency has such high turn over that there is not time to properly train workers. Many leave within a few years because the system at ACS is not workable. We hear from former ACS workers that they are given virtually no training and they must blame a parent for something.
Until, ACS is revamped from top to bottom, the children and parents of this city will continue to suffer. The entire upper management, many of whom have been in place for decades, must be removed and a new team brought in. These are the classic bureaucrats who stand idly by, collect a large paycheck and do nothing for the children of New York. We deserve better.
